I think this has happened due to the fact that the traditional support systems have broken down with families being more fragmented and less people attending church.
There is not the backup systems and someone has to mop up and care for those who cannot care for themselves and I think based on the above a lot of women feel that the government be it local, social services or central government have a moral responsibility to do so.

A good friend and I actually had that same discussion not too long ago. Putting 'faith' in the govt, eeek, is that ever scary!
