But the same is true for Michigan. Their players were also on the field. Offsetting penalties. I'm no rules expert but what happens then? Does the play stand or it's a do-over.?

How ironic that Nebraska once again ends a season with a tainted victory handed to them by somebody, which ends up screwing Michigan again. First the writer's with a undeserving retirement gift in '97, and now incompetent refs.
Not Nebraska's fault that the ref's were so pathetic (and they also had some bad calls go against them), it was an impressive performance and comeback by the Cornhuskers. Virtually no chance that Michigan wins if the correct offsetting penalties were called after the final play. But what would have happened if Michigan had gotten the ball with the appropriate 1:30 left on the clock instead of :17 seconds? 2 timeouts having to be burned because idiot refs can't review critical close calls, then inexplicably taking an extra 10 seconds just standing over the ball instead of starting the snap clock. Not to mention the hold and pass interference no-call on the 4th down in the end zone. One or two of those happening is just the tough luck of football. 4 of them determining the game is pathetic.
For a Cornhusker to crow about this win is like a Dem pounding their chest over Gregorian's 'victory' in the WA gov.'s race (won after 3 recounts and 900 'found' ballots reversing the GOP's win.)
I just viewed the clip on the ESPN website. Yes, Nebraska players and coaches ran onto the field but so did Michigan players and coaches. They even highlighted a couple of Michigan players who were on the field for the play and were standing there with hands on hips like they thought the game was over also.
With that said, I did watch the first half and a little into the second and thought the refs were horrible, (i.e. Michigan having to call a time out to allow the officals time to review the Nebraska non-catch in the endzone) but I also got a chuckle out of the color commentator, whoever he was, with a huge Michigan bias.
He was relatively calm when Nebraska had their first possesion and when Michigan got the ball for their first possession he was quite animated. At one point, he was talking about how the momentum had shifted and Michigan was taking control of the game and I looked up and it was 7-7 in the first quarter!
P.S. No dog in this fight or any bowl battle for that matter.
The color commentator was Kirk Herbstreet. He played Quarterback for Ohio State. I highly doubt he had a "Michigan bias."
Yeah, the Huskers have never had a win they deserved. All of the national championships and League titles over the years are tainted.
And the start of their comeback to prominence falls right into line as just another tainted victory.

Naw, just keeping things in perspective. I didn't say they weren't good in '97 or '94, and IMHO they were undisputed champs in '95 when they pounded Spurrier's Florida (which was a joy to watch.)
But with the bogus system college football had of a beauty contest instead of playoffs, it is rare in any year to have an clearly undisputed mythical nat'l champion. I'm not convinced both USC and Texas would win out to meet in the title game in a 8, 12, or 16 team playoff system. Penn State might well have knocked one of them off (and I'm a Longhorn fan.)
