What is prudish attire on one person can be sexy on another. How sexy is a turtleneck sweater if it is worn by someone who is very well endowed in the chest area?
If someone has great legs, the ugliest skirt in the world isn't going to hide them.
Cleavage in the workplace, however, is just plain wrong, unless worn by a stripper or cocktail waitress.

I remember very well a job interview I did about 30 years ago. The applicant had a low cut blouse and was constantly leaning over to show off her cleavage.
Never once did I consider hiring her but I must admit the interview took a little longer than most.
