I think the $25,000 figure is probably related to the "price point" at which the defendant figures it cheaper to pay off than to spend a bunch of money for legal fees.

Great. I own stock in Pizza Hut's parent company.

Keep an eye on the bird-flu doomsayers. KFC (and Tyson) would be the market's whipping-boys if Bird Flu goes bad.

The $25,000 is the minimum jurisdictional amount of the court rather than small claims or arbitration. The actual amount can be anything from there up, but all she needs to claim is $25,000.
