True enough. And it can't move. But it is the equivalent of an artillery base -- it can shoot back. What would happen to your "hail of ball-bearings at orbital velocity" if they encountered a cloud of dust a thousand miles up?

One thing for sure, a Lunar launch facility would have a very long field of fire. Are you familiar with Ball's gun?

The launcher, or multiple launchers, could be camouflaged as a crater, with all needed components underground. You can't hit what you can't see, even when it is in plain sight.

You give me the contract to build the military version of a Lunar electromagnetic catapult, and I'll do a good job of making it survivable.
