Reuters has apparently confessed that this picture was Photoshopped.
Aside from the fact that this is just a picture of a couple of fingers a pencil and a piece of paper.
This just proves that they are completely desperate and completely out of control.
I have news for these jerks: THE PRESIDENT DOESN'T NEED PERMISSION FROM ANYONE TO PEE!

What Reuters said was that they used PhotoShop to enhance it so it could be read.
I'm guessing he wrote that to her because he was just checking protocol. Usually heads of state don't attend these meetings, so how would he know the protocol?
