News 4 WOAI is uncovering new details about the dog drownings in Jourdanton. First, WOAI has learned that the state health department is now reviewing the case and may launch an investigation, and second, the city supervisor who ordered the drownings failed the state's animal control test twice.

Dr. Catherine Tull is the regional vet for the state department of health. She oversees the course.

He failed these courses? Were you aware of that? News 4 WOAI reporter Leila Walsh asked Nick.
