This is a newspaper published by the II Marine Expeditionary Forces, stationed in Fallujah, Iraq. It seems that it's name, "Eagle and Crescent" is representative of the working relationship between the US military and the Iraqi government in Fallujah.
To me it is indicative of the manner in which the Marines are making real connections with real Iraqis, thus setting the groundwork for self governance.
I have the same impression.
