I was about to reply that filing criminal charges against a 12 year old was a big overreach until I read this in the article:

"When the 13-year-old girl refused to give up the microwavable pie, her brother drew a nine-inch folding knife and attacked, Covarrubias said."

That is series and I hope they take a hard look at the parents, too. What the heck is the kid doing packing a knife like that?

My cousin stabbed me in the arm with a lead pencil about 25 years ago. Wonder if the statute of limitations has run out? Grandpa took the razor strap to both of us.
