The United States has developed a non-lethal microwave weapon for use in Iraq.
The Active Denial System uses millimeter-wave electromagnetic energy that can be directed at targets at a range of 1 kilometer.

Sounds like we use this here at home on certain groups of people.
This weaponry makes it easier for a government with ill intentions (and all governments have ill intentions in one way or another) to control a populace. Using guns and bullets is too distasteful to the populace, and can result in one heck of an overthrow/rebellion/coup (unless the citizenry is disarmed first). But having 'non-lethal weaponry' do the job seems a bit more innocuous and less bloody; it's a better tool to use if one is trying to exert extreme physical control over citizens while trying to avoid rebellions. Governments should not have extreme physical control over the populace.
Plus I've read up on what constitutes 'non-lethal weaponry'. The last article I read stated that a weapon must have a lethality of less than 25% to be considered 'non-lethal'. So if the military decides to use their new toy, and only 20% of the intended targets die, then hey, that's 'non-lethal'
Gives a new meaning to nuking people.
