The following summary is not prepared by the sponsors of the measure and is not a part of the body thereof subject to consideration by the Legislative Assembly. It is an editor's brief statement of the essential features of the measure as introduced.

Prohibits University of Oregon and Oregon State University from participating in Bowl Championship Series on or after July 1, 2008.

A BILL FOR AN ACT

Relating to college football. Whereas the Bowl Championship Series (BCS) was created to provide a national championship game featuring the top two college football teams in the country; and

Whereas for the second year in a row, and for three out of its last four years, the BCS has failed to produce a consensus national championship game; and

Whereas in 2001, the University of Oregon, champion of the Pacific-10 Conference of Champions (Pac-10), was denied its chance to play for the national championship because the BCS awarded its spot to a team that did not even win the championship of its conference; and

Whereas in 2003 the University of Southern California, champion of the Pac-10, was denied its chance to play in the national championship game because the BCS awarded its spot to a team that did not even win the championship of its own conference; and

Whereas the BCS also determines which teams play in the other three major bowl games each season; and

Whereas the University of California Golden Bears were inexplicably leapfrogged by the University of Texas Longhorns in the BCS ratings, and were denied their opportunity to play in the 2005 Rose Bowl Game; and

Whereas this lost opportunity cost the Pac-10 around $4.5 million it otherwise would have received had the University of California been chosen to play in the Rose Bowl Game; and

Whereas any system of ranking teams that purports to be unbiased, but that is influenced by whining, complaining, spinning, politicking and campaigning, should be abolished; now, therefore,

Be It Enacted by the People of the State of Oregon:

SECTION 1. { + The University of Oregon and Oregon State University may not participate in the Bowl Championship Series on or after July 1, 2008. + }

This is from a State Legislature that had a bill introduced several years ago to ban electromagnetic radiation. Someone in Portland reported having headaches from radio transmissions and “experts” came out of the woodwork. With mainstream reporting, mass hysteria about being radiated got to the point the bill was introduced. A person in Eugene reported they could hear transmissions from the Navy’s Skaggs Island station in California and could predict earthquakes by the intensity of the reception. Never mind that Skaggs Island was a receiver site. I laughed and thought the bill would be withdrawn, but it was scheduled for hearings.

I attended the hearing promising myself that I would just set in the back and stay quite. The “experts” were testifying and it started to look like the committee might pass it out. I reluctantly spoke up and said, “Sunlight is electromagnetic radiation. I know we don’t get a lot of that here in Oregon, but do you really want to ban it? The State Police two-way radio network is also electromagnetic radiation. Do you really want to ban that?" The bill was tabled and later withdrawn quietly.

I don't think we have to worry to much about that. Oregon Sucks and the Beav's, well I gotta love Em' but, they are about as close to a Championship Game as Oregon is to Electing a Republican President. The Mega Dumb geeks at the legislature will never learn.

We were within 1% of electing a Republican President in 2000. Kerry opened up a bigger spread this time. It may happen. We haven't tipped. Hey look, Cali has a Republican Gov again. Weird things happen. The Ducks or Beavs could go to the top.
