I went to Kerry's website to look at his naval records today, and noticed something interesting. The only DD-214 provided is the one that discharged Kerry, for the purpose of accepting his commission as an officer. This is not the DD-214 that Kerry would have received upon his discharge after returning from Vietnam.
That's been posted about a zillion times... we know, everyone knows, the MSM and the rats don't care.
For Kerry to sign form 180 would mean signing away ANY chance at winning the election. Those records, namely his less than honorable discharge status, would be damaging.
I thought he had a 1978 DD-214 posted, and the only question was what happened to the one he should have had been issued in 72 and what did it say. I didn't realize they had posted an old irrelevant DD-214 with the words "Honorable" on it as a smokescreen.

There's also the matter of why the '78 required a
"board of officers".
My understanding is that's not the case for routine discharges.
You are right a board is not part of the normal discharge process. For an officer a Board of Inquiry is something you go in front (short of court-martial if you facing seperation for misconduct or are otherwise being involuntarily seperated. A BCNR review board is the board that considers requests to upgrade discharges.
