I know that peppermint oil helps sinus pain. (I don't bother with a carrier oil for that. Put ONE DROP AND ONE DROP ONLY on the end of a Q-tip and rub the Q-tip along the sides of my nose, above my eyebrows, and other sinus-y places.) So maybe some peppermint oil IN a carrier oil massaged into your foot would help.
As far as steeping herbs in water and using that for a soak: I haven't a clue. ;)
