Does anyone know where these "cities" are being built? I assume various ones throughout the country, but, does anyone have any more specific info than that?

My understanding of this subject is that the "cities" they are referring to are really just "refugee camps" that are not currently being built, but would be erected rather quickly with short notice in case of an emergency.
