Not just the Vatican , which I assume they wanted to target in that 24-48 hr period of Christmas Eve and Christmas due to mass but also the Mayor felt it would panic citizens to close the subway, which he received a direct threat about so instead in doubled security and I'd say its the grace of God nothing happened.
