I'm pretty certain they cannot.
Supposedly China, RUSSIA and/or THE USA can.
Who knows how true it is . . . supposedly involves scalar waves . . . such as Tessla et al have dinked around with.
I do believe there will be another CA or Seattle area quake within relatively few days. We shall see.
What's on the opposite side of the globe . . . . Madagascar. I doubt there'll be anything significant there.
Indonesia?
