WORLDWIDE CAUTION
November 21, 2003
This supersedes the Worldwide Caution dated September 26, 2003 . It is being issued to re-emphasize the continuing threat that U.S. citizens may be a target of terrorist actions. This Worldwide Caution expires on April 21, 2004 .
The U.S. Government remains deeply concerned about the security of U.S. citizens overseas. U.S. citizens are cautioned to maintain a high level of vigilance, to remain alert and to take appropriate steps to increase their security awareness. We are seeing increasing indications that Al-Qaida is preparing to strike U.S. interests abroad.
Al-Qaida and its associated organizations have struck in the Middle East in Riyadh , Saudi Arabia , and in Europe in Istanbul , Turkey . We therefore assess that other geographic locations could be venues for the next round of attacks. We expect Al-Qaida will strive for new attacks designed to be more devastating than the September 11 attack, possibly involving nonconventional weapons such as chemical or biological agents. We also cannot rule out that Al-Qaida will attempt a second catastrophic attack within the U.S.
Terrorist actions may include, but are not limited to, suicide operations, hijackings, bombings or kidnappings. These may also involve commercial aircraft and maritime interests, and threats to include conventional weapons, such as explosive devices. Terrorists do not distinguish between official and civilian targets. These may include facilities where U.S. citizens and other foreigners congregate or visit, including residential areas, clubs, restaurants, places of worship, schools, hotels, outdoor recreation events or resorts and beaches. U.S. citizens should remain in a heightened state of personal security awareness when attendance at such locations is unavoidable.
U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or suspend public services from time to time to assess their security posture. In those instances, U.S. embassies and consulates will make every effort to provide emergency services to U.S. citizens. Americans abroad are urged to monitor the local news and maintain contact with the nearest U.S. embassy or consulate .
As the Department continues to develop information on any potential security threats to U.S. citizens overseas, it shares credible threat information through its consular information program documents, available on the Internet at

I think it's interesting that he shut down his group.
I think if the gov had shut him down, it would have happened some time ago.
While he is probably a "small fish", but maybe he does know something after all. My concern is that I think AQ was warning and there was a lot of chatter, than went quiet just before the 9-11 attack.
Now we have hightened security for the end of Ramadan and over Thanksgiving.

21 November 2003-- Advisory from the Northeast Intelligence Network: Based on newly obtained data and information collected from a variety of sources (Internet and human intelligence) within the last 72 hours, the terror threat to the United States has increased. Although the exact timing with regard to the execution of planned terror operations cannot be pinned down with any reasonable or responsible degree of precision, we have been seeing references to planned operations extending through the Christmas and New year holidays, with specific references to a time period from 21-28 November 2003. How valid are these threats? We can only speculate based on a careful analysis of the data found, but consider the weight of the evidence to be substantial enough to offer this advisory. We have identified various threats from the air and against seaports, nuclear facilities and harbors, with continued interest in financial and symbolic targets. Cities of interest continue to include New York, Washington, DC, and all coastal cities. A full report containing sources and reference citations is being compiled at this time. Updated: 22 November 2003--More than 12 hours after the above was posted, and a full 13 days after our initial alert regarding cargo planes, the US government has warned of an increased risk of terror attacks on Americans at home and overseas, with a particular warning that al-Qaeda could try to hijack cargo jets and crash them into targets. Terrorist bombings overseas and an increased volume of threats against US interests at home and in foreign countries led the Homeland Security Department and FBI to issue the public warning. It said that "al-Qaeda's continued interest in aviation, including using cargo jets" to attack targets is of particular concern. The warning added that "increased vigilance here at home is prudent and may be key to deterring or disrupting terrorist attacks".

FYI: Researching I find that Daleel Al Mojahid means Proof of someone who is active and fights for Islam. A Muslim fighter.
Daleel = Proof - The term daleel, as a source of fiqh, has several synonyms - hujjah (plea, proof), bayyinah (clear evidence), burhan (demonstrative proof), ayah (sign, token, mark), and Shahid (testimony, textual evidence, witness).
Mojahid = someone who is active and fights for Islam. A Muslim fighter.

The memorandum, which the bureau sent to local law enforcement agencies last month in advance of antiwar demonstrations in Washington and San Francisco, detailed how protesters have sometimes used "training camps" to rehearse for demonstrations, the Internet to raise money and gas masks to defend against tear gas. The memorandum analyzed lawful activities like recruiting demonstrators, as well as illegal activities like using fake documentation to get into a secured site.
F.B.I. officials said in interviews that the intelligence-gathering effort was aimed at identifying anarchists and "extremist elements" plotting violence, not at monitoring the political speech of law-abiding protesters."
