At least four people are dead after a shootout broke out between a US-flagged boat and the Cuban coastal patrol guard in Cuban waters. Rubio said details are currently sketchy, and he is waiting on confirmation that those killed were Americans.

They were in Cuban waters and refused an order to stop by the Cuban Coast Guard. They tried to zoom away and reportedly fired on the Cuban ship.

They were allegedly in Cuban waters… Cuba, like Iran, is known to fudge the truth.
May have been an attempt to grab Americans to use as bargaining chips.
The Cubans say it was within a mile of their beach and when the Cuban coasties were sailing up to check it out, the people on the boat opened fire. They claim one man was wounded.
As I said, that’s the Cuban story. The exact location can be easily determined by our government. But in this day and age, you know Cuba isn’t trustworthy, and neither is DC.
Both sides mave massive incentives to shade the truth. SO I doubt Rubes like us will ever know.
