Obviously we can save more people now who would have been killed in 1900. But more so, that do we even charge all people were killed with homicide, as past rates did? Do we count deaths or merely rates of charges?

Basically two part. 1) they got agents out of DC and sent them across the US. 2) they used the broken window tactic after the bad guys and arrested and locked them up.
