There is nothing whatsoever odd or unusual about this. 4 years is well within the Statute of Limitations for any kind of tax liability. And especially, the letter references wages implying wage withholdings, on which both California and the IRS are absolutely vicious in terms of enforcement and always have been.
My “narrative” would be:
“I left you Commie perverts behind four years ago because I am a free man.
Have a nice day.”
Back in the 80’s my cubicle buddy received a tax bill from California. He had never been there and never been paid by a California company. I listened to both sides of the conversation as he called the California tax office. The woman told him that he could sue, which would cost much more than the tax bill, or he could pay it. It was his choice. Then, she hung. There was zero effort on their part to find the truth of the situation. The clerk simply didn’t care.
I left the company before this resolved so I don’t know what happened. But he didn’t want to pay it, not because of the money, but because it established their right to tax him.
If he voted for the Commie perverts, I say, “Pay Up!”.

I agree that there is nothing unusual about this but it is the type of thing that a disorganized, money-hungry jurisdiction does. There are other states and cities that do this - they have a deficit and the regular revenue stream is not going to pay it. So they search the files and squeeze anyone they can. Blue cities are notorious for doing this for property taxes and they can reach back years. While it may be within the statute of limitations, its hard to defend a claim of owed taxes from years ago.

I left CA in 1982. I calculated my taxes for that year and came up with $6. That’s right, $6. So I forgot about it. 3 years later I get a tax bill from CA stating that with penalties I owed them $12. Yep, $12. I gladly paid, knowing that it probably cost the State a few hundred bucks to calculate it all and come after me. It still makes me chuckle.

They are not hunting him down. They are asking for receipts for his itemized deductions.
You can show them a proof of utility payment and/or rent/mortgage check. And they'll have to accept that.

My wife used to work for FTB. She told me a lot of stories about how deadbeats tried to get out of paying taxes.
Rush Limbaugh related that he was audited annually by the State of New York for years after he moved to Florida.
NO State can require that so tell them to FO.
I would write back. Please furnish me with pictures of me in California during the period, copies of deed for home/rental agreement for a home, copies of utility bills for the period, and signed affidavits of 10 adjacent neighbors that I lived there for the period. Otherwise I will have to consider your letter a fantasy of the result of smoking weed by the author.

Only if you file a tax return. Hunting you down and demanding you prove your innocence they cannot do.
