Exactly right, and it's a super-key point.

This is Trump's test.
This is Trump put-your-money-where-your-mouth-is, time.
This is where Trump shows us that he's learned the lessons from Iraq and Afghanistan, where we now don't try to impose Jeffersonian Democracy on people who can't understand it and don't want it.

What we do instead (just my guess) is first stabilize the country using as much of the old regime as possible, while forcing it to submit to the New Sheriff in Town.
How exactly this can work out, I have no idea, but what I do know for certain is that John Bolton's ideas are a recipe for yet another endless-war adventure in "nation building".
