As of January 1, 2026, city workers in Portland, Oregon, can now clock out for up to 40 hours a year — without losing pay or benefits — to deal with immigration-related legal matters for themselves or for family members.

Eligible employees may use this leave for activities such as:

For the first 40 hours each year, this leave is paid and coded in the payroll system as IMLV, with the employee remaining on regular payroll the entire time.

The policy does not stop with the employee.

HRAR 6.15 explicitly allows this paid leave to be used to support:

Perhaps the most controversial aspect of the policy is its strict privacy mandate.

It’s pretty bad when you get a illegal alien medical assistant and you can’t understand WTF she’s saying!!
They get a free ride through medical assistant school too!

I get 56 hours paid leave per year for everything. Vacation, sick days. Yes it stinks. Yes I am looking for a new job.

Maybe the way to get European time off is to work for the government.

I basically do work for the government in that they pay the agency I work for. I just don’t get government benefits.

Every time I hear of stuff like this, part of me wishes the left coast would fall into the ocean. But, I know there are still good people out there and to wish such a thing shouldn’t even enter my mind.

In the company I worked longest at sick days was not time-days you were “owed” in a year. They were just the number of days you could take off for being sick or medical reasons, and get paid for that time. It did not mean you were “owed” anything if you did not use all the “sick days” that were possible. AND time off for additional “sick days” were days for which pay was not “owed” but discretionary depending on the circumstances and up to management.

So there was no accumulation of “sick days” except during the year itself. Sick days not taken one year did not roll over into “unused” and eligible sick days the next year.

Overtime as well had to be paid for with the pay for the period the overtime occurred, without exception.

Vacation time as well: Managers and supervisors were required to insure all their folks took the vacation time they were due for the year, and every month the HR manager would query them and remind them to be sure vacation time was taken, AS THERE WAS NO ACCUMULATION OF VACATION TIME EITHER - use of lose it was the policy.

It was not possible for a retirement to include a mass of additional funds owed for sick days, overtime, or unused vacation days.
