These are results for since what date have non domiciled cdls been issued?

AI Overview

Non-domiciled Commercial Driver’s Licenses (CDLs) have been issued since before April 1, 1992, as the original CDL requirement was established on that date, and the practice of issuing these non-domiciled licenses existed prior to recent changes aimed at tightening eligibility rules. While there are no records of the exact start date, the practice has been present in some states for years before it came under scrutiny and was the subject of a new interim final rule in September 2025.

Prior to April 1, 1992: The requirement for a CDL to operate certain commercial vehicles was established on this date.

Before the new rules: Some states had a practice of issuing non-domiciled CDLs to individuals who were not legal residents of the state but were authorized to work there.

New interim final rule: As of September 26, 2025, new regulations were put in place to restrict who can get a non-domiciled CDL and how the licenses are issued and maintained.

“No Name Given” is uncomfortably close to Idiocracy’s “Not Sure”.

If insurance underwriters would deny coverage to employers of illegals that would stop the practice a lot faster than the “cost of doing business” pissant fines levied by the government.

Which gives me a great idea. If the feds come down in insurance companies that provide coverage to employers of illegals, the ins companies would drop them in a heartbeat.

Insurance companies should be held accountable for *knowingly* insuring companies violating the law.

Exactly. Insurance companies employ actuaries that can calculate everything out and determine that “this just isn’t worth it”.

“Cabotage”

That’s one aspect addressed WAY back during NAFTA debates that they dismissed as it was rammed through passage.

That they’re complaining about it now - after ALL THESE YEARS when we all know it began shortly after they were allowed on US highways - is really quite pathetic.

Either the industry remained silent willingly, or the regulatory authorities quashed their complaints.

I never saw that article you linked; I’d like to see DOJ investigation...but my other hand remains full.

This is very true. Insurance companies now take huge risks with CDLs issued to unqualified drivers. The public is incensed about those.

Those insurance companies can pull out of California.

When you get a work visa, you must list your home address in the country where you are a citizen. This is your permanent address until you become a citizen of another country .

"How about the “No Name Given” on CDLs? That is such unbelievable nonsense. And those “No Name Given” are on REAL ID-compliant driver licenses, too!!"

As long as it matches the name on their commercial pilot's license, I don't see any big issue.

“Those insurance companies can pull out of California.”

That is an option but they lose a lot of other California business as well. In addition they insure some businesses in other states that have some incidental exposure in California that the policyholder would like to have covered in one policy. So they risk losing the whole policy.

States like IL issue CDL based on a bribe and not on the skill of the driver...neither ability to read English words like STOP and RIGHT TURN LANE nor ability to shift gears on a long steep hill.

Historically CDL based on bribes have not been a consideration in commercial insurance. Will that now change?

I heard about this one, but the article also mentioned that the person was Indian. There is a certain people/culture in India where individuals often have only a single name. I’ve seen it when I was teaching at a university. In this case, it would make sense to have “no name given” for first/last name.
