Since the judge didn’t clarify the term “facilitate” the administration used it in the context of immigration; that is to say, it will remove all obstacles for Garcia to return to the United States, within the US government’s sovereign control (read: everything on our side of the fence, that is subject to US government authority).
Conversely, the term “facilitate” does not mean ordering the Executive Branch to work with El Salvador to return Garcia, because it would be unconstitutional for a lower court to direct the President on how to conduct foreign policy.
So she can sit and spin. Her order will be ignored.
The United States shall guarantee to every state in this union a republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.
I don't see any mention of waiting for an invitation. It is a constitutional responsibility hardly anyone recognizes or mentions.

I’ve been thinking about the order of SCOTUS way too much. The Adminsistration is correct. Anything other than a polite request, and changing its records to admit him if tendered, is venturing into foreign policy.
If not, and the judge has the power (which I doubt), the esteemed judge should immediately order the Administration to facilitate the return of Gaza hostages and every other hostage of the United States. What power the judge has in her own mind. With the utmost sarcasm. Maybe someone should file an action for the return of any American hostage held by any foreign country. Sheesh!

I consider most of them to be corrupt, what needs to happen is a doge like examination of every judge and politicians finances and internet activity.
Very pessimistic view but I see most of them as criminally corrupt, or blackmailed(we all have skeletons)
