Treasury Secretary Scott Bessent Provides Clarity and Details Surrounding 90-Pause, Baseline 10% Tariffs and Chinese Tariffs at 125%

White House Press Secretary Karoline Leavitt and Treasury Secretary Scott Bessent hold press gaggle outside the White House. US Treasury Secretary Scott Bessent gives details on the China tariff increase and the 90- day tariff pause on other countries.

As outlined in the press remarks, 75 countries have contacted the White House to renegotiate their access to the U.S. consumer market.  Secretary Bessent noted, each of these new trade agreements needs to be handled independently and “President Trump wants to be personally involved in each one. That’s why there is a 90-day pause.”

Bessent revisited his prior comments and warning to global trade partners about not retaliating to last week’s announcement.  The hostile response from China was the triggering mechanism for the tariff increase. WATCH:

I didn’t see Trump temporarily relaxing his tariffs today, but called this morning a lot of what Bessent said. Trump is in the catbird seat now with his Coalition of the “yeah, we’ve been screwed by Chicom predatory trade policies for decades too”.

I wrote in January[notes 3 and 5 are stated incompletely]:

The tariffs might be based on:
1. product necessity [0% (drug, raw material, industrial level component of product with no domestic source) total, or 10%],
2. industry wage differential [0-20%, 2% per dollar, as estimated by Secretary of Commerce, levied if country not poor],
3. latest 12-month cash flow imbalance computation [by percent, 0-10% all country, 0-20% source country industrialized],
4. 12-month exchange rate change by country [proportional to 10%, up to 10% reduction, but to not less than 10% tariff],
5. domestic producer profitability [percentage less than 10%; excess above 10%, up to 5% reduction, but to not less than 10% tariff], and
6. trade imbalance [0-20%] with a country.

Note: Trump uses the principles of 1, 3 and 6, but places no cap on cash flow or trade imbalance. He doesn’t take wage differentials or domestic producer profitability into account.]
