Houston used to be a rough city, neighborhood bars were rough, things changed when the white cowboy/blue collar types settled down during the 70s and became less shooty and stabby over the pool table and in bar fights.
When things get bad the police will take care of themselves and their families first.
There was an officer in a town I lived in that was a problem for decades too.
He didnt have a key, he just walked into different places and stole things right in front of everyone and walked out.
When Blockbuster came to town it was their attorneys that got the boulder rolling to finally crush that cockroach.
The Chief and the Mayor get at least one apiece. They had to know, for sure.
