Jack Kemp once said that liberals "measure compassion by how many people they're helping; we measure compassion by how many people no longer need our help." In my many years of life, especially my years as a minister and a practitioner, I understand that the latter is the better measure.
Here's the problem, though. If your measure is how many people you're helping, what happens when people no longer need your help? What do you do? There are fewer people to help, so by your own measure, you're less compassionate. Clearly, we need more people in need.
Eventually, as the number of people in need diminishes, the people needing help will be the helpers, whose jobs, careers, and sense of self-worth depends on people needing them.
And that would be a problem.
“what happens when people no longer need your help?”
They can help someone else.

Not if nobody needs their help.
Remember when Newt Gingrich led the Republicans to control of Congress and Democrats claimed he wanted to end welfare? Newt responded that we want to end the need for it. Democrats got in a raging fury at that idea.
At a time when our population is aging, there will always be someone to help. Mow the lawn of an elder who is no longer able. Help them pay there bills & take care of trivial chores that are now difficult.
There’s truly an endless supply of people who can use a helping hand. And if there aren’t people, then there are animals. Your local pet shelter could probably use a volunteer.
That’s no the kind of help they’re interested in.
But that's just one individual helping another individual. That's why liberals don't like that. It doesn't let them "help" (i.e., control.)
