Most likely because they are such a limited asset, and we need them underway. They are also converted SSBNs, so the Blue/Gold crew manning structure was already in place.

I was a surface sonar tech. In 1970, I was invited aboard SSN 670 Finback for a week long training exercise. They let me sit “on the stack” and go active as we left Norfolk. I was told to go passive once we passed the bay bridge. We fired a test torpedo at a diesel boat. I was on the stack and reported the bearing of it’s noisemaker, for retrieval. The guys told me they had been on some very cool missions, wouldn’t say where but admitted they were inside the three mile limit.
The navy hasn't had a non-nuclear (ship-of-the-line) submarine in more than 30 years.
Boxed in red is a dry dock shelter, usually for transport of SEAL delivery submersibles or combat rubber raiding craft, but in any case it lends the possibility that they carried a contingent of secret skwerls on this mission.
OK, I’m just a retired USN officer with a bit of time on submarines. What do I know?

There are not many shipyards that can service an Ohio boat.

So, you were a Bubblehead then! Well, I don’t claim in any way to be knowledgable on submarines in any way, only went on an active one once.
I was on a carrier, and that seemed to go in and out of the yards with the frequency of a cheap ham radio, but that might just be my memory too, or perhaps the vessel was unfortunate in that respect.

Subs easily go more than two years without going into a shipyard.

LPO Catapult and Elevators shop.
I had nuke engineering spaces clearance so it was fun to wear my green shirt there.
We had two 3rd class that devices the nuke weapons elevators so never got that clearance.
Only once did they put me on a nuclear loading team, but more than once I saw how they brought those B-61’s up those elevators to practice loading with.
Back in the Seventies, they still had armed Marines around the perimeter of the plane that was taking part in the loading exercise, and I saw a guy get clocked once as he ran through the perimeter.
Don’t know if they even do that now. I always assumed it was a dummy that we tested with, but...nobody ever said it was or wasn’t.
The thing that left an impression on me was it’s nearly retro-art deco look. It was glossy aluminum, with that shape and those tail fins. It looked like a Buck Rogers version of what a nuclear weapon would look like.

One of the first things I was told by a shop mate was to clear the way quickly when the marines drilled!
