She is going to resign before she is scheduled to testify and then not show claiming she is a private citizen and that the subpoena she received as Director of the Secret Service is no longer valid. Talk about tossing your deputy (who probably knows nothing of Cheatle's actions and decisions over the last couple of weeks) under the bus.

If the subpoena is served while she is director, resigning should have no affect of the powers of the House to require her to testify.
The subpoena is for while she was/is director.
Resigning does Not absolve one crimes they have or may have committed.
