A few thoughts:
1) The uniqueness of the American experiment is the ability to move up and down the social/financial ladder
2) Concentration of wealth and power is a bad thing in general. A kingdom is a good political structure IF you have a good king.
3) Billionaires can be good for society BUT right now that
wealth is associated with concentrated power.
4) Big business and big government go hand in hand.
5) We don’t have the right type of billionaires as we have had some in the past. We need better billionaires...............

Nobody in our government should get rich on a government servant salary. Billionaires earn what they have with few exceptions. Congress scum get rich on back room deals, inside trades,money laundering, bribes and so many illicit means.

I suggest that pay for federal elected and appointed officials be means-tested. Given their base salary, there is no claw back when total income (IRS 1040, line 22) is at or below twice the base salary set by law. For every three dollars above that amount, the official has to return one dollar to the Federal government, up to a maximum of their base salary.
When the wealth tax is imposed on the American people, there would also be a similar ceiling on total net worth, with a schedule similar to the implementation of wealth tax on citizens.
