Money is spent based on contracts that have been signed.
Contracts include Contract Line Items which detail how portions of the money will be allocated.
Unless, of course, the whole thing is set up like a slush fund: “Here is $100M. Go spend it on stuff. There will be no tracking, no accountability.”

ALL the money China has been earning from the US off shoring our entire manufacturing based stays almost entirely in China. And with that they have been funding their war machine.
Which includes bioweapon research which we shipped to them when gain of function was outlawed here.
If the Pentagon can’t figure out they’ve been literally arming our enemies... then we need to replace the upper half of Pentagon leadership

Back in the day when we had sane leaders Bioweapons research was meant to deter enemy from using their bioweapons against us. Now we fund their research then lie to defend them when one of their creations causes a pandemic that kill a few million people.
Was it the China virus or the US virus sent to China?
Our Senate and Congress cannot perform this research within the United States of America, so we fund worldwide. This is not in keeping with the spirit of the law. The law needs to be changed. If we are going to fund this research, then we damn well need to do it in NYC, Chicago, or wherever within our own borders - we have pushed the legal limits and put other countries at risk - and our companies and politicians who own/invest are getting profits.
Our Country no longer follows the law in anything. Everyone circumvents or acts until a court or judge blocks them.
Permission, naw, do anything you can get away with. America has renounced law and order internally the sickness has spread in our activities around the world. As the biggest and most powerful country, we should be following the laws and enforcing them rather than fanning the flames of destruction.
America has become a Nation of Law-less-ness and as such is a bad actor in the world. Is it any wonder Biden has brought the world to WWIII?
