They will treat the guard like shit. Their purpose is basically as a clean up crew, just like the cops.
Except Guard personnel are cheaper and far easier to order around.
Make crime so bad that people are willing to accept a militarized police state in exchange for theoretical protection from crime.

Nat Guard has no police powers. What are they going to do? Call the underfunded, understaffed and incredibly stretched NYPD?
Detain the criminals without the ability to do so?
