Trump picked a few good people sometimes. Like Mike Pompeo.
Mike agreed with Trump on Trump’s objectives and turned the CIA, and later the State Dep to either delivering on those objectives as their Constitutional mission to follow the direction of the ELECTED government, no some other objective of their own and get out of the way or be sidelined when they cannot do that. Mike took many of Trump’s objectives, in Mike’s duties, out of the hands of the CIA and State Dep bureaucrats and sometimes removed them altogether from a role in what he was doing, like in some of the Middle East and Asian policy items.
Yes. Mike did not see Trump as perfect and did not always agree with Trump’s personal manner and approach. But Mike did not allow that to change the fact that his role and duty was to what Trump wanted done, as Trump was the one elected to be President, not Mike Pompeo. You don’t get that kind of professional dedication from some big egos.

the problem with picking from the private sector is, many in the private sector like their privacy. Nom for cabinet or agency means hostile congresscritters crawling all over their private affairs and client lists and grinding the rumor mill into high gear to damage those carefully nurtured over decades relationships. Much to lose and little to gain. Example: Fabricating a dotted line between Trump and Russia hurt his business and the talking heads were literally drooling over the prospect of breaking up Trump’s marriage, not to mention bashing his still-juvenile son. Barron, to attempt to alienate him from his classmates.
And then there’s the new game the hostiles play of expecting noms to divest or transfer their investments/assets at firesale prices and high tax costs. Not that dems are expected to do that, (see Newsom’s wife selling political propaganda lesson plans and movie screenings to public schools or insider trading fortunes accumulated by critters’ spouses) but there’s that double standard.
