It appears that any black person would qualify, even if he is a recent immigrant from Africa. It would be financially unworkable unless massively subsidized by the state or federal government. It would attract black people from elsewhere to move to San Francisco for the benefits--and everyone else would be forced to move out. Objective 1: Create a comprehensive suite of financial reparations that is made immediately available to those who qualify under the eligibility parameters set forth by the Committee.

Actions

1.1 Provide a one-time, lump sum payment of $5 million to each eligible person.
Rationale: A lump sum payment would compensate the affected population for the decades of harms that they have experienced, and will redress the economic and opportunity losses that Black San Franciscans have endured, collectively, as the result of both intentional decisions and unintended harms perpetuated by City policy.

1.2 Supplement African-American income of lower income households to reflect the Area Median Income (AMI) annually for at least 250 years ($97,000 in 2022).
Rationale: Racial disparities across all metrics have led to a significant racial wealth gap in the City of San Francisco. By elevating income to match AMI, Black people can better afford housing and achieve a better quality of life.

For decades I did reparations-type calculations for lawyers. The purpose of such payments it to leave the injured party in a position of financial indifference. That’s done using the next best alternative. Many of the original slaves came from Angola and the Congo. The amount of reparations should be the difference between what blacks earn in the US compared to what they would earn had they stayed in Africa. I did the math for 150+ years and it turns out blacks owe whites just over $640,000 each.
