It appears that any black person would qualify, even if he is a recent immigrant from Africa. It would be financially unworkable unless massively subsidized by the state or federal government. It would attract black people from elsewhere to move to San Francisco for the benefits--and everyone else would be forced to move out. Maybe the Chinese would be able to hold on in Chinatown and elderly whites might stay in their houses till they die.

Maybe Newsom can run on a platform of extending this to the entire US when he runs for President.

Correct. The problem is these Democrat hellhole cities already receive state and federal tax dollars. Those dollars allow all the wonderful social experiments of cities without having to increase local taxes. It pisses me off to no end when I hear Republicans talk about getting tough on crime and spend federal tax dollars on more police at the local level. Cities need to pay for their own cops without the help of those in fly over country. When we pay for their essentials, they waste money on Marxist crap.
