Most Californians would be banned from purchasing or taking possession of body armor, such as a bullet-proof vest, under a bill now being considered by state lawmakers.
Assembly Bill 92, introduced by Assemblyman Damon Connolly, D-San Rafael, comes as a response to many high-profile mass shootings where the shooter wore body armor. That includes the 2015 massacre in San Bernardino, where two people wearing tactical gear killed 14 people at a holiday gathering.
State and federal law already prohibit people convicted of a violent felony from possessing body armor. AB 92 would make it a misdemeanor for anyone outside of a specified profession to purchase or take possession of body armor.
In its current form, the bill exempts law enforcement officers and members of the military, armored car guards and security guards, firefighters and paramedics, firearms dealers and body armor salespeople, building safety inspectors and code enforcement officers.
The bill also makes it a felony to commit violence with a firearm while wearing body armor.
“Simply put, the widespread availability of military-grade body armor helps mass shooters and criminals kill more people,” Connolly said in a statement. “It is clear that the sale of body armor has empowered violent criminals, including mass shooters, to harm, kill, and prolong their rampages. This ongoing and unnecessary epidemic of violence must be stopped and AB 92 will help protect innocent bystanders and our peace officers.”
While body armor is expensive and rarely used by criminals in most crimes, according to NPR, there has been an uptick in mass shooters wearing it during their attacks.
At least 21 mass shooters have worn some form of body armor over the last 40 years, according to The Violence Project, which studies gun violence. The majority of those cases were in the last decade.
AB 92 likely will be heard in committee later this spring.
how do you enforce such a ban?
Just when you’re convinced these people couldn’t get any whackier—they reach new and unimagined depths.
That was the line that really got me as well. Just damn.
I wonder is it’s actual armor, or does this also include things like plate carriers sans plates.
That's alarming. The picking and choosing of the people more equal than others (Animal Farm) for exemptions is bad.
The excellent NRA ad with the woman who left Venezuela is a classic. She said the government took all our guns away and said that would make everybody safer but the criminals and the gangs and the police still had their guns and they terrorized us all and we had nothing to protect ourselves.
Buy more AP rounds.
Doesn't matter what the bill says. Exceptions will be made for the above.
Glad I got out of that festering $hithole in 1976. Used to go back regularly to see business clients until about 2017. I resist going there now because I don’t want them getting 1 cent of my money in sales taxes or anything.
While their deranged body armor bill won’t affect me, I’m glad I just bought some concealed armor with Level 3 protection that I can wear under my shirt. Said to stop most common handgun rounds. For the rifle rounds I do have a hard armor carrier, but it looks like an assault vest so I’ll only wear that during Armageddon.
The Hell-Hole States want to lose even more population, apparently.
Anything to make the public less protected. = Dim motto.
Then why penalize law-abiding citizens? Just leave it at that.
Crime would go down if law enforcement could do their jobs and we had honest district attorneys and honest judges who cared about the rule of law. Instead we have do-nothing, yakkking politicians.
Well, if cops are going to be trained to just shoot violent assailants in the legs, why should we care about armor?

Is there anyone left in Commiefornia with an IQ higher than their hat size?
I thought that it was all about safety? It appears that not only do the liberals want to disarm you, they want to ensure you are completely helpless.
.357M FMJ might still work center mass
I wouldn’t want that hitting me center mass and seeing if it works.
No one left in California and
I turned out the lites when I left!
