As Governor Perry made clear to John Dutton though, she went along because the case for the project was politically and economically compelling in a mostly poor state. Personally though, Governor Perry was in sympathy with Dutton and opposition to the project. She urged him to run for Governor for that reason, with her plans being to run for the US Senate. As a legendary rancher and political figure in a state with a strong ranching tradition, John Dutton ran and won as an opponent of the project, which gave him a mandate to reverse the permits and approvals and kill the project.
Don't get me started about Andy Cuomo. Like his father, Andy Cuomo is a crook from the get go but skilled enough to protect himself from getting caught.
So instead of trying to come up with other options to help the whole State economically, and despite knowing that long-time landowners like the Duttons will have their property encroached upon, she lets the deal go through, and to save her sorry ass, she decides she's getting out of Dodge by running for the Senate. She then encourages John Dutton to run to take her place, so he can deal with the sorry ass mess she left him.
Or, to put it another way, the lady governor was charming and good looking but not strong enough to do the heavy political lifting involved, so she called in John Dutton to do it.

I did a project in Idaho for the railroad.
The railroad supervisor asked where I was staying (a mom and pop motel). He said it was good that I wasn’t staying at the new fancy Indian Casino. He said they didn’t have to follow the same building codes as everyone else does.
I have no idea if that is true - but it sounds like it could be with them being on tribal land.
True. The “Indian nations” as the Constitution refers to them have a large degree of immunity from state and local and even federal law, which is how they get to have casinos in the first place. Since Indian reservations are by definition tribal land and legally under the control of an Indian nation, they do not have to follow building codes.
So far Season 5 is good. IMO Sheridan got himself stretched to far with to many irons in the fire.;-)
There is just too much “suspension of disbelief” in this show. Examples:
The newly elected governor and the newly elected senator can go have lunch in a public restaurant, and no one notices them, speaks to them, or seems to care about them.

This, I don’t find odd at all.
On January 7, 2019, my gf at the time and I were in D.C. for a scheduled WH tour. If POTUS had not returned to the WH from MAL that very day, we could have had the SS behind the scenes VIP tour to include the Oval office. We stopped for lunch at the Old Ebbit Grill, which is a couple of blocks from the wh. Sitting 24” to her left on the bench, next to my gf (at the time lol) was Nikki Haley, interviewing a new assistant. Gf (at the time) never even noticed. I quietly sent her a text; “don’t make it noticeable, but do you realize who you’re sitting next to?”. While gf (at the time) is VERY politically savvy, she never noticed. This same scene played over again a number of times while we were in D.C.at various establishments, including Giuliani, senators and representatives, especially at the Trump tower cocktail lounge and restaurants.
BTW, they treat you like royalty at Trump tower. That’s a story for another day though, but if POTUS returns, I’ll certainly book a stay at TT.
In my experience, after numerous business trips to D.C., I think the community knows and is aware of the presence of these people, however, to them, seeing leadership around town is so common that it is simply no big deal, something they just get used to and don’t fawn over.
The Duttons are gangsters with cowboy hats. What sets them apart from all the other villains in the series is that their main concern is safeguarding their land/property. They are not trying to expand their criminal enterprise but just maintain it.

The comedian Craig Fergusen of the Late, Late Show would have guests on that would talk about their upcoming show at some Indian Casino.
Craig said when he played them he always would say “Yeah - it’s a shame. Before the white man came there were casinos as far as the eye could see.”
Sadly, casino wealth for Indian tribes has often compounded the litany of social problems they commonly experience: alcoholism and drugs; spousal abuse; sexual abuse of minors; felony level violence and criminality; and lack of education. As with so many blacks, with Indians, the Left’s indoctrination of a victim mentality has profoundly destructive effects on its targets.
There is a lot of fabulous Monatana scenery/vistas.
And cowboy stuff.
That’s why I watch it.
My favorite line on the show was “Montana is poverty with a view.”
