Not debating the textbook definitions, but as I see it...
socialism is intrinsic to any form of govt that controls behavior and the economy beyond what capitalism, for example, normally provides. High taxation, welfare, unionized education, ObamaCare... all socialistic constructs. Fascism wouldn’t eliminate such things, it would instead build on them.
I never bought into the strict transition from socialism to communism. I’ll take liberty with what you described as being a more realistic transition — socialism to fascism — where the underlying socialistic constructs remain.

FDR initially admired Mussolini. New Deal was peacetime fascism.
