I've seen this move before. First time it was called "The Contract With America" which won them a historic victory and then they refused to implement and marginalized it's champions. The second time it was called "The Tea Party" which won them a historic victory and then they refused to implement it and marginalized it's champions. Then it was called Trump who won them a historic victory and they refused to work with him. Now Trumps legacy of MAGA ... same same same except they got in front of the historic victory and made sure it was a middling one. Unexpected move and very clever from their point of view.
There's an unmistakeable pattern here over 30 years. Nobody with open eyes could miss it.

I'd like to see a rule that says no more omnibus spending bills, go back to department-specific budget bills.
They don't need a rule to do this, as nothing is stopping them from passing clean separate department budgets.
Then let the Senate deal with it. That will take away a lot of Schumer's power, and indirectly, McConnell's, too. They won't have a massive spending bill to negotiate their hidden pork. They will have to pass what the House sends them, and then defend why they refuse to approve spending for each department.
This is what we used to call "regular order."
