Russia’s State Duma stated that enacted "military" laws do not mean the announcement of a general mobilization.
It was stated in "Parlament newspaper" by Andriy Kartapolov - Head of the State Duma Defense Committee and one of the authors of the amendments to the Criminal Code of the Russian Federation introducing the concepts of "mobilization," "martial law" and "wartime", informs Censor.NЕТ.
"There will be no general mobilization. The president has said this more than once, and directly says it through the mouth of his press secretary Dmitry Peskov and many other politicians at the federal level. "The law" does not equal "mobilization." It is not passed directly for a special military operation; it is passed to be enforced for a long time. At least until the time comes when it is no longer necessary," he said.
It should be reminded that deputies of the State Duma unanimously approved in the second and third readings a bill introducing such notions as "mobilization", "martial law" and "wartime" in the Criminal Code of the Russian Federation.

I expect Russia to defend their interests. I am hitting you on the point that you claim Putin isn’t a de facto dictator, which he clearly is. Be honest and and we can have an honest discussion.
He was elected. You may point out he has many executive powers, but I literally see him having no more powers than the current US president has. Just look at how many EO’s Obama did.

You are misunderstanding. Lee and Washington did their duty to fight tyranny. One was successful, one was not. Our conversation isn’t about the merits of Russia’s fight, it’s about whether or not Putin is a dictator.
Well at this point if Trump becomes president again he may very well HAVE to become a dictator because I don’t see how he will deport millions of illegals without a complete military operation on US soil

The funny thing is the people calling Putin a dictator seem to ignore Russia’s lack of BLM riots, grooming kids in schools and Russia’s lack of LGBTQ propaganda on their military social media pages
It sounds like the Russian Duma and Federal Assembly are trying to create a legal construct to get around the proper mobilization laws, by partial or selective mobilization. At the same time, there is a hesitancy to commit. My guess is they want the ability on paper while making up their minds.
It is possible they are preparing two options. The first is to abandon the invasion and find a way to politically survive (smart). The second is to mobilize in all but name and escalate (suicidal). All of which could change tomorrow.

Wikipedia is as a free encyclopedia not reliable for accuracy. Anyone can edit any page on Wikipedia by simply pressing the “edit” button on the top right corner.
Not trustworthy to believe millions of anonymous users could or would accurately maintain a factual and unbiased living encyclopedia. A cultural bias has seemed to have washed over many entries on the site, as general consensus replaces cold, hard facts.
