Consider the following as a “possible” option.
Create a program to first develop and then encourage farmers to grow their own bio-diesel fuel using bio-algae. I envision a pond or container based production of an algae like spirulina. After harvest of the algae, the oil extracted, residue used as animal feed or made into human consumables. Oil can then be made into bio diesel. The residual algae product (Spirlina) can be sold to market and/or developed as feed and sold.
I can see a market structure where farmers grow and harvest the algae, transport to a co-op for processing, a portion goes back to the farmer in the form of bio-diesel to run their farm equipment. Excess oil / bio-diesel gets sold into the diesel market. Profits from the bio-diesel and Spirulina sales cover the Co-op expenses and excess profits are returned to the farmers.
This system would have the effect of reducing the volatility of oil market swings, provide a potential source of income to rural farmers, and allow farmers to continue farming, even in the face of a fuel shortage.
