Could be but I’m not sure that the CIA would have to do anything to make sure Russia remains dysfunctional. The Russians seem to do a bang up job of it all on their own. Might be smarter to just stand back and pop some corn.
“Mysterious deaths” are often the end result of either opposing or supporting Putin. They just happen a little later on down the road when you support him.

The majority in Russia are getting financially destroyed because of Putin’s insane misadventure. Expect more “persuasion” to end the misadventure.
Putin cleaned house at the old KGB - firing a director and 150 spooks. They gave him bad information (sounds like our CIA) and the fur is beginning to fly.
Another theory would be actual murder-suicides by two men facing certain consequences or fearing that something awful lies ahead (from inside knowledge).
Reminds one of the Toronto deaths a couple of years ago, of a prominent couple with government connections, police investigations ongoing, one story being possible murder-suicide, another being silencing of potential harmful information coming out from them or because of charges pending against them, or mob activity of some kind.
The fact that these two similar events involving related powerful men came close together in time indicates high probability that the same cause and effect prevails in both cases. Would not discount the murder-suicide angle after they perhaps conferred about shared suspicions of pending doom. Question is, doom for them, or doom for everyone?
I remember thinking that Clinton could have done a lot to open up the doors of commerce with Russia, getting business in there, helping to set up economic sectors with education, etc.
Instead the mob filled the void.
I knew a guy that did oil exploration and leasing in Russia. He never offered or took a bribe. He befriended some American at the hotel in Moscow that was a land developer. Real gung-ho, loud, brash, wheeling and dealing, etc. My friend told him that he needed to quiet down and go slow. The land developer didn’t.
They found him dead from a gunshot inside of his fancy hotel room.
