They were able to cheat and install Biden, an angry, unlikable, stupid man on his best day and has (had when he was “running”) dementia, so sure, they could install anyone they want unless the cheating is stopped. Biden showed you don’t even have to do anything but sit in your basement to win.
I would not say unquestionably. I for one have not forgotten the districts in certain cities that reported 100+ percent voter turnout in 2012. And of course, such things were not even looked into seriously in 2008.
