In short, it’s the LCD theory. Lowest Common Denominator (here denominator really means ‘denizen’) theory.
What’s that mean? Basically, everything in society and control gets boiled down and becomes a function of the lowest strata - the very people society welcomes into the fold as equals, ESPECIALLY is they are given the vote.
They are not equals, nor can they be because they are simply castoffs their original countries could not, would not seek to keep to foster their own existence.
