The article says he pushed the attacker out of the way in a prior lap because he was blocking the track. I am guessing that could be classified as battery but the cops really just did not want to do their job.

I think the story alludes to it, the punchee allegedly pushed the puncher earlier in the race because he was blocking the lane. The cops probably took the position that the puncher was retaliating and it was mutual combat, which is actually a common way of addressing schoolyard fights (the first punch never gets seen).
Shoving and pushing for position is common in distance running (as is "accidentally" catching competitors ankles with those spiked shoes they wear on some running surfaces), and if flagrant, is cause for disqualification from a race.
Contact in some races is allowed because of the lanes being mixed, but a sucker punch is totally unacceptable. There is no room for punching in a running sport, not even if another runner does something rude and gets disqualified for it. Kids used to know that.
