The article says he pushed the attacker out of the way in a prior lap because he was blocking the track. I am guessing that could be classified as battery but the cops really just did not want to do their job.

I ran track and played football in high school. If a clown like this deliberately blocked my path my inner fullback would have instinctively come out and I would have run right through him.
