-The athlete who threw the punch had earlier got in the way of the lead runner.
-After still obscuring the track, the runner pushed him out of the way.
-On the subsequent lap, the other athlete sucker punched the runner the face, knocking him over - he managed to get to his feet and complete the race.

Now, the family is considering filing a civil lawsuit against the other student and the track invitation event that hosted the race, their attorney says.

That's what I have been wondering. The attack could be justifiable retribution. The fact the police will not seek charges indicates that it could be.

I think the story alludes to it, the punchee allegedly pushed the puncher earlier in the race because he was blocking the lane. The cops probably took the position that the puncher was retaliating and it was mutual combat, which is actually a common way of addressing schoolyard fights (the first punch never gets seen).
Shoving and pushing for position is common in distance running (as is "accidentally" catching competitors ankles with those spiked shoes they wear on some running surfaces), and if flagrant, is cause for disqualification from a race.
Contact in some races is allowed because of the lanes being mixed, but a sucker punch is totally unacceptable. There is no room for punching in a running sport, not even if another runner does something rude and gets disqualified for it. Kids used to know that.
But you will be the only one charged.
I know...sucks for us.
This is not going to end well because the rope is real short and I am about at the end of mine.
“blocking the track” does that mean he just stopped in the middle of a race?

Oddly, I have a very difficult time imagining any other race but negros doing such a thing.
Not really weird. The black athlete was impeding the race leader, which should cause him and his whole school to be disqualified. First, the victim yelled for him to get off the track. Second, when the perp blocked him worse, he pushed through. Third, the perp clocked the victim, who was comfortably in the lead.
The perp was dissed. Two school boards, the state org sanctioning the event, and the law enforcement agency need to be bled for tens of millions, IMO. The perp should be barred from any athletic pursuit at any level, and likely deserves prison. JMHO.
Sounds like the media is intentionally distorting the story...
File formal complaints against the cops for malfeasance of duty. Sue the school as an entity and the members of the Board individually.
Demand a formal investigation by the State Attorney General. Get everyone involved under oath.

Blocking the track is a cardinal no no. having done it twice then attacking the lead runner hard to conceive unless either racially motivated or he was encouraged to do so.
Sue the coach of the team of the attacker.
So, did the kid who got punched push the puncher out of the way earlier and that when the dispute started? Was the puncher standing in the way or was the white kid simply overtaking a slower runner?
I have questions
Cops are useless.
It can't be said enough. Cops only at in a few specific types of situations.

The cops are afraid. So they are probably steering clear of this one. Remember George Floyd riots in ‘20?
Can’t offend the poor feral ‘teen.’ He is a good boy who loves his kids. Would never hurt anybody. Was just out jogging. And beside. Some the white boy probably called him the dreaded n word.
Funniest thing about that is, even if you are never charged with anything, you STILL have an arrest on your record, and that can cause problems in some employment situations.
Good for the family.
They need to fight this kind of tyranny on all the levels it happened.
