Probably wishful thinking. Harry Reid started it for District Court of Appeals nominees and Mitch extended it to SCOTUS. I don’t think McConnell is going to use a procedural rule to block a SCOTUS nominee by filibuster. On the other hand, McConnell has played hardball on previous Dem candidates, and blocked Merrick Garland, so you never know when “Cocaine Mitch” will show up.

Except all previous existing rules regarding cloture remain in effect, including that only a majority need to advance judges and executive branch nominees.
And in any case, the bottom line is that 50 Senators plus the VP are enough to do anything except override a veto or convict on impeachmentm

If this is correct, I think Brown gets 10 R votes for cloture. Then they vote No on nomination. That way, depending on audience, they can say they voted for Brown or against Brown.
