All their information will be gathered at the hotel. Ballot registration and ballots will be filled out and placed in a warehouse as has already been done and will be done for future busloads.

"Suddenly" just before the 2022 election amnesty will occur. The registrations and ballots will be filed just in time - it will be easy, just pick pre-filled registration forms up by the truckload from the warehouse and file them at the last minute. At election time the ballots will be "legal" ballots from amnesty citizens.
