The daughter of an American diplomat, Brainard was born in Hamburg and spent her childhood in West Germany and Poland.[1] She graduated from Wesleyan University in 1983 and received a PhD from Harvard University in 1989 as a National Science Foundation Fellow. She was a professor at the Massachusetts Institute of Technology for six years before joining the Clinton administration as an economic advisor in 1997. She then worked as a senior fellow at the Brookings Institution from 2001 to 2009.
Brainard was nominated by Barack Obama to serve as the Under Secretary of the Treasury for International Affairs at the Department of the Treasury on March 23, 2009.

What was the question?
President Wilson's signing of the unconstitutional (imo) Federal Reserve Act did not change the fact that elected members of Congress, not non-popularly-elected bureaucrats, have the express constitutional duty to directly regulate the value of money, whether the very corrupt, post-17th Amendment ratification Congress wants that power or not.
"Article I, Section 8, Clause 5: To coin Money, regulate the Value thereof [emphasis added], and of foreign Coin, and fix the Standard of Weights and Measures;"
After all, Congress also has the express constitutional power to propose an amendment to the Constitution to the states to try to give its money regulating responsibility to someone else if career lawmakers don't want to accept risk of losing their jobs by actually taking responsibility for their constitutional duties.
Next, as hinted above, another constitutional problem with constitutionally undefined Federal Reserve is this imo. Since citizens in good standing have the constitutionally enumerated power to elect members of Congress, citizens having the power to indirectly regulate the value of money in that context, the establishment of the Federal Reserve arguably unconstitutionally weakened the voting power of ordinary citizens imo.
The bottom line is that federal lawmakers need to always accept the risk losing their jobs, as the delegates to the Constitutional Convention had intended, by always exercising their voting power in ways that protects and defends the Constitution.
The ultimate remedy for unconstitutionally big, alleged election-stealing, Democratic Party-pirated federal and state governments manufacturing crises to oppress everybody under their boots...
Consider that all the states can effectively “secede” from the unconstitutionally big federal government by doing the following.
Patriots need to primary federal and state elected officials who don't send voters email ASAP that clearly promises to do the following.
Federal and state lawmakers need to promise in their emails to introduce resolutions no later than 100 days after start of new legislative sessions that proposes an amendment to the Constitution to the states, the amendment limited to repealing the 16th and ill-conceived 17th Amendments.

Good point. 1965 and previous years’ coin is worth a lot more paper than 2021 coin.
